Google provides a nice platform known as Google Product Forums, where you can talk about any issues, can share your ideas with the related community and can also give your valuable solutions to seekers to sort out problems. If you are going to signup then there would be no problem for you. But in case if you already have an account on GPF and want to change name then follow following steps.
Go to this link https://productforums.google.com/forum/#!mydiscussions and open any thread from the list.
Move mouse cursor and click on CHANGE link as shown in below picture.
A membership setting small window would popup once you did click. Type your new desired name and wait a bit second to check is it has been taken by anyother member or still available.
In a same window few other options are available like; link your GPF username to your Google Plus profile, change of email setting, an option to leave group, etc. After doing so, simply do click on save and do fun with your new identity. Thank you.
